Measure M Implementation Plan Update FY2028-2032 – Request for Proposals (RFP)

The City/County Association of Governments of San Mateo County (C/CAG) is seeking qualified consulting firms to develop the Measure M Implementation Plan Update FY2028-2032.

C/CAG administers Measure M, a $10 annual vehicle registration fee approved by San Mateo County voters in 2010 to fund transportation congestion and water pollution mitigation programs. Measure M was projected to generate approximately $6.7 million annually, or $167 million over its 25-year term from 2011 through 2036, with 50% of net revenues allocated to local streets and roads and the remaining 50% supporting Countywide Transportation Programs (Transit Operations/Senior Mobility, Intelligent Transportation Systems/Smart Corridors, Safe Routes to School, and Stormwater Pollution Prevention).

C/CAG has adopted three five-year Implementation Plans, with the current plan covering fiscal years 2022–2027. C/CAG is now seeking qualified consulting firms to evaluate the current plan and develop the next five-year Implementation Plan for fiscal years 2028–2032, including recommending updated allocation percentages and documenting the methodology used to prioritize funding toward critical needs and maximize benefits for San Mateo County.
