Bikeshare and Scooter-share Community Outreach Plan
Background
In December 2022, the C/CAG Board adopted San Mateo County Shared Micromobility Study and Implementation Plan. The study recommended a multi-jurisdictional bikeshare pilot program in the County. The two geographic sub regions recommended for the pilot are 1) Daly City, Broadmoor, and Colma, and 2) Redwood City and North Fair Oaks. This selection is based on their close proximity to high frequency transit locations, the ability to serve a large population in an equity priority community with limited access to vehicles and high reliance on transit. C/CAG is planning to launch a new Bike Share and Scooter Share pilot program in 2024.
What is Bike and Scooter-share?
Bike and Scooter-share refers to bicycles, electric bicycles, or electric scooters that may be borrowed as part of a self-service rental program. Users can reserve and pay for the service to make short trips and connect to transit stops. Bike and Scooter Share programs are typically available at libraries, shopping centers and other destinations. They can provide a fun, active, and traffic-free option to get around, contributing to healthier and more sustainable communities.
What is the Bikeshare and Scooter-share Community Outreach Plan?
We want to understand your needs and preferences to design a program that works best for the community. In partnership with the Silicon Valley Bicycle Coalition, from December 2023-February 2024, C/CAG reached out to residents, workers, and visitors in the cities and communities of Daly City, Broadmoor, Colma, Redwood City, and North Fair Oaks.
Some of the goals for the Community Outreach Plan include:
• Seek community input on potential bikeshare and scooter-share station locations within the two pilot areas;
• Gain feedback on what should be included in an equity program for the bikeshare and scooter-share pilots (focused on reducing barriers to use bikeshare and scooter-share, including options for low-income and unbanked individuals and those who require the use of an adaptive vehicle);
• Develop strategy to promote and market the program to potential users.

About
C/CAG and partnering agencies strive to provide a safe, accessible, and comprehensive network of bicycle and pedestrian facilities for a diverse population in San Mateo County. These facilities aim to increase mobility and provide equitable levels of access to affordable and reliability transportation options. Micromobility was also one of the recommended programs in the 2021 C/CAG Comprehensive Bicycle and Pedestrian Plan. The C/CAG Board of Directors directed staff to investigate the feasibility of a micromobility program, compile research and best practices, and develop program guidelines to support jurisdictions that wish to launch a program.
The key deliverables for the Study include the following:
- Evaluate the feasibility of a micromobility program
- Define program benefits, establish County specific goals and performance measures
- Perform case studies research, and summarize findings and recommendations
- Assess market demand and identify potential pilot locations throughout the County; and
- Develop program guidelines and sample micromobility permit application, and draft ordinance template with fee examples.
What is micromobility?
Micromobility refers to services such as bikeshare and scooter-share, where users are able to check out various small and light-weight vehicles for short term use through a self-service rental portal. It has been envisioned as one of the tools to address first and last mile challenges, bridging the transportation gap between home and transit stations, and from transit stations to places of employment. Other benefits of micromobility includes reducing short distance vehicle trips and increasing transportation access.
