Transportation Development Act Article 3 (TDA 3) Program Call for Projects FY 2026-2028
The City/County Association of Governments of San Mateo County (C/CAG) is pleased to announce the release of the Fiscal Year 2026-2028 Transportation Development Act Article 3 (TDA 3) Program Call for Projects.
Approximately $4.7 million in grant funding is available over a three-year period to fund projects that encourage and improve bicycling and walking conditions in San Mateo County. Only the 20 cities and the County of San Mateo, as well as Joint powers agencies composed of cities and/or the county are eligible to apply for TDA 3 funding.
Eligible applicants are invited to submit project proposals by April 16, 2026 at 5:00 P.M.
Eligible projects include:
– Construction of a bicycle or pedestrian capital project (Plans, Specifications & Engineering (PS&E) and construction phases only)
– Quick Build bicycle and pedestrian projects are also eligible
– Maintenance of a Class I shared-use path and Class IV separated bikeways
– Bicycle and/or pedestrian safety education program
– Restriping Class II bicycle lanes and buffered bicycle lanes
– Purchase of maintenance equipment for exclusive use on Class I and/or Class IV facilities
– Development of a comprehensive bicycle or pedestrian plan
Available Grant Funding Details:
– Capital Projects maximum grant award: $750,000
– Planning Projects maximum grant award: $200,000
– Minimum local match: 10%

– Applicant Workshop (optional): February 24, 2026
– Applications Due: April 16, 2026
– Project Sponsor Presentations to C/CAG Bicycle and Pedestrian Advisory Committee: May 28, 2026
– C/CAG Board Approval of Projects: September 10, 2026
Applicant Workshop Details (optional):
C/CAG Staff will hold an optional applicant workshop to guide jurisdictions through the application process. Applicants do not need to attend the workshop to apply for TDA 3.
